The Chatham Islands Council acknowledges the report released today by the Office of the Auditor-General following its inquiry into sensitive expenditure and procurement at the Council.
The Council accepts the findings of the Auditor-General and accepts all recommendations made in the report.
The matters considered in the report relate to decisions and processes that occurred prior to the election of the current Council in November 2025. The Council recognises that the findings raise serious issues about governance practices, procurement processes, and internal controls during that period.
Maintaining the trust and confidence of our community and our partners in government is fundamental. Council is committed to addressing the issues identified in the report and ensuring that the systems and processes expected of a public organisation are in place and operating effectively.
Since the inquiry commenced, Council has already begun implementing a number of improvements. These include strengthening procurement processes, improving oversight of expenditure, and reviewing internal policies and delegations.
The Council has also appointed Bob Penter as Interim Chief Executive to support the organisation through this period and to implement the governance and management improvements identified in the report.
Mayor Greg Horler said the Council was focused on moving forward constructively.
“Our community expects the Council to operate with the highest standards of transparency and accountability. We accept the findings of the Auditor-General and are committed to ensuring that the lessons from this report result in stronger systems and better governance.”
The Mayor also acknowledged the ongoing work of Council staff.
“Council has a small and hardworking team who care deeply about this community. Our focus now is to support them while we strengthen our systems and restore confidence in the organisation.”
Council will continue working with central government agencies and partner councils to ensure the improvements identified in the report are implemented.
