Infrastructure
Land Transport
The Chatham Islands Council is responsible for all public roads on the Chatham Islands (there are no State Highways). As owner of the roading network Council has legal requirements to provide roads to a certain standard, and the Council is responsible for all roading related assets – footpaths, kerbs, street lighting and signs.
Highlights from the 2008/09 annual report include, 100% of the maintenance work identified in the Annual Roading Strategy was undertaken. 41% of residents were satisfied or very satisfied with the roading network and no infestations of plant pests were found within the road reserve. There are no identified black or grey spots rather areas of safety concern in the Annual Roading Strategy and there was 100% response within 5 working days to written requests or complaints.
Solid and Hazardous Waste Management
The Council provides refuse disposal sites at Te One, Kaingaroa and Owenga. Existing landfills are provided and maintained within 20km of at least 75% of the population. A Solid Waste Management Plan was adopted in June 2005 after full consultation with the community. Council received funding in 2008 from Government to implement the strategy approved and has already received $659,000 government grant to begin work on sites selection and acquisition.

Water Supply
The council operates a public water supply to consumers in the Waitangi village. The 2008/09 annual report shows there were 5 complaints received about the water supply (meeting the target of no more than 5 complaints per year), the complaints were responded to immediately and there were no supply outages for greater than 8 hours. 77% of consumers were satisfied or very satisfied with the water supply in Waitangi (compared to the target of 80%). The water meets all NZ Standards of compliance with a public health risk management plan having been approved in August 2008.
Stormwater
Council's main role with stormwater drainage is to control the level of Te Whanga to protect productive land around its shores. The Te Whanga outlet was opened once in 2008/09 to avoid flooding.
There is a small amount of urban stormwater reticulation within the Waitangi village.
Wastewater
Council operates a public wastewater scheme that serves all of Waitangi.
During the 2008/2009 year, the scheme had 100% compliance with resource consent conditions for the collection, treatment and disposal of wastewater. One complaint was received regarding odours or other nuisances (meeting the target of no more than 2 complaints per year). No complaints were received by the Council regarding loss of service.
